since 1925 and has over eighty years of combined Law Enforcement experience with the Long Beach Police Department.

Platt Security currently employees over 220 full time security personnel throughout Southern California.  All of our security personnel are state licensed and trained and must successfully pass a 3-step hiring process.

RESIDENTIAL PATROL SERVICE (Select Areas)

 

Our residential patrol program provides you with frequent random patrols of your home 24 hours per day, seven days a week.  During these patrols our officers will investigate suspicious persons and/or circumstances on your property.  Our program also includes around the clock call in capability.  Platt Security’s dispatchers will receive your calls for assistance and our patrol officer will be dispatched within moments.

 

Vacation Watch is included with your patrol program.  Whether you are going to be gone for two days or two months just call and you will receive three extra foot patrols of your property daily.  Our officers will place newspapers and mail out of sight so it will not be obvious that you are away.  You can enjoy your vacation with the peace of mind of knowing our trained, professional officers are watching over your home.

Our commercial patrol program provides you with dedicated patrols of your property as requested, seven days a week.  During patrols our officers will investigate suspicious persons and/or circumstances on your property.  Our program also offers lock ups and unlocks of rooms, doors, gates, etc.  We also perform dedicated foot patrols of problem areas or locations on your property.

 

Included with our patrol program is 24 hour a day response.  Platt Security’s officers will respond to your calls for service.  Platt Security’s dispatchers will receive your calls for assistance and our patrol officers will be dispatched within moments.  Our officers can also respond to your clients and or resident’s needs, which is helpful in your property marketing efforts.  You can enjoy the peace of mind of knowing our trained, professional officers are watching over your property.

We operate a fleet of over twenty vehicles.  All our vehicles are clearly lettered and comply with

state law.  All vehicles are equipped with light bars and spot lights. 

 

COMMUNICATIONS

WE ALWAYS KNOW WHERE OUR VEHICLES ARE

 

All of our vehicles have computer dispatching and locating equipment.  This allows our dispatchers

to know the location of all of our vehicles at all times.  This allows us to known where the closet

unit is and reduce travel time to respond to calls for service.  Our vehicles are also equipped with

radios and police scanners which lets us monitor police response on our clients properties.

 

 

GATED RESIDENTIAL COMMUNITIES

 

We offer programs that are specifically tailored to gated residential communities.  As a gated community the first contact your residents and guest have is with our gate officer and IMAGE is very important.  Not only is the first contact important it is imperative that this contact be positive and that your residents and their guest are treated professionally and feel safe in your community.  Our gate officers are well trained in customer service and will adhere to entry requirements set forth by our clients.

PUBLIC HOUSING DEVELOPMENTS

 

Platt Security’s Community Policing work plan was developed in conjunction with the HUD (Housing Urban Development) and was used as a nationwide model.  The plan consists of four major parts.

 

  • Prevention: Highly visible patrol in an attempt to prevent undesirable activity
  • Identification: Obtain information on persons and/or locations involved in this type of activity
  • Documentation: Information by personnel surveillance, video, and camera documentation
  • Elimination: Developing either a criminal or civil case to eliminate subject(s) from the property

 

This part is designed to prevent crime before it happens, we will patrol the property within the Housing Development.  Undesirable activity can be as simple as an unauthorized resident to gang activity and narcotics trafficking or violent crimes.  Our Officers will focus their patrol on areas that are prone to these types of activity.  During these patrols we will by personal observation, leads from Law Enforcement, information from property management and resident contacts.

 

Once a person and/or a location has been identified and the type of activity is known our officers will contact property management and or Law Enforcement to alert them of the activity.  From that point on all parties should forward all information to property management on activities in regards to that person or location.  All activity will be tracked on a Case work sheet.

 

The completed process will result in a comprehensive case file. The criminal cases will end with an arrest or a search warrant hopefully followed by an arrest.  On the civil side case may be referred to counseling or go to legal for an eviction.

 

 

COMMERCIAL AND INDUSTRIAL DEVELOPMENTS

Our program also offers lock ups and unlocks of rooms, doors, gates, etc.  We also perform dedicated foot patrols of problem areas or locations within the complex.

 

Included with our patrol programs is alarm and service response (when site officer is on duty) to respond to your calls for service.  Platt Security’s dispatchers will receive your calls for alarm activations and assistance, while on duty, and our patrol officers will be dispatched within moments.  Our officers can also respond to your clients’ needs after business hours, which is helpful in your property marketing efforts.  You can enjoy the peace of mind of knowing our trained, professional officers are watching over your property.

Our Shopping Center programs provide you with dedicated Patrol Vehicle, T3, Bike and or Golf Cart and Officers from eight to twenty four hours a day patrolling your center seven days a week.  During patrols our officers will investigate suspicious persons and/or circumstances in the center. Our program also offers lock ups and unlocks of rooms, doors, gates, etc.  We also perform dedicated foot patrols of problem areas or locations within the center.

 

Included with our Shopping Center programs is alarm and service response (when site officer is on duty) to respond to your calls for service.  Platt Security’s dispatchers will receive your calls for assistance from your tenants and alarm activations, while on duty and our patrol officers will be dispatched within moments.  Our officers can also respond to management needs at the center, which is helpful in your property marketing efforts.  You can enjoy the peace of mind of knowing our trained, professional officers are watching over your property.

BUSINESS IMPROVEMENT DISTRICTS

 

Platt Security has designed and implemented programs for Business Improvement Districts since 1995.  Keep in mind that the laws differ dramatically between private and public property and presence a totally different challenge.  Platt Security also subscribes to the Law Enforcement Legal Reporter, this publication comes monthly and documents case law court decisions which set the laws; both state and federal and this publication keeps us as current as any law enforcement agency.  Over half of our accounts involve public right of ways. The most common issues that we face are panhandling and homeless

 

Panhandling

 

The laws addressing panhandling are very clear; under a person’s first amendment

Rights he or she can ask for money or food in public areas and on the public streets.

Panhandling becomes illegal when it is in front of a business or persons home where

it affects the ingress or egress. There is case law that requires the subjects to be

warned (documented) at least one time and if the subject returns in a reasonable time

he or she can be arrested under 602.1(a) P.C. The arrest must be made by the business

or homeowner, or agent thereof which is a police officer.

 

Homeless

 

The homeless issue on the other hand is not quite so cut and dry. As you know it is not

against the law to be homeless. There are laws that address blocking public right of ways,

camping in public places and even violations of 5150 of the Health and Safety code.

All of which are very difficult to prove or enforce. There are dozens of laws and municipal

codes that can and do apply to homeless activities, all of which are citable by law enforcement.

 

The bottom line is to deter such types of undesirable activities by highly visible patrols.  Ninety five percent of the time subjects involved in these types of activities will comply with the Guides requests.  The Guides must work with the homeless, not against them.  Information needs to be offered on shelters, food lines, jobs and community programs.  For those five percent of subjects that voluntary compliance is not achieved, police assistance would be requested and we will defer to the officer’s judgment.

 

 


PARKING ENFORCEMENT

 

No parking program can be effective without an enforcement component.  Platt Security has designed and implemented parking enforcement programs for throughout Southern California.  Keep in mind that the laws differ dramatically between private property and public property and presence a totally different challenge.  When enforcing parking on private property the rules can be set by the property owner and very few vehicle codes and city ordinance apply. On the other hand on public streets and public property the vehicle code and city ordinance are basically all that applies.  Platt Security also subscribes to the Law Enforcement Legal Reporter, this public publication comes monthly and documents case law court decisions which set the laws; both state and federal and this publication keeps us as current as any law enforcement agency to changes that could have an effect on parking enforcement.

 

 

 

 

 

 

ALARM RESPONSE SERVICE (Select Areas Only)

 

With the increasing calls for service police agencies are experiencing, there is a definite need for our alarm response service.  Platt Security’s armed officers will respond to your alarm or panic activation.  You will have the peace of mind of knowing that Platt Security officers will be responding within minutes.  This can also save on costly false alarm fees.  If our officers find your home has been violated our dispatcher will notify the emergency contact that you have on file as well as the local Police for the proper reports.
